Learning Management system Q&A

Question: Can you please clarify how many users you anticipate will utilize the LMS? Of these users, how many will be internal (hosted) and how many will be external?

Answer: We anticipate 500 – 1000 users in the first year. Depending on the LMS, we think we’d have 1 – 2 administrators per Member, so 25 – 50 and the rest would be external. Correct me if I’m wrong, but I am interpreting internal (hosted) to be administrators. We would have 2-3 main Administrators from our agency managing content for those 25 members. We would want to confirm if it is possible for each Member to have their own dashboard or something that can only be seen by them.

Question: Are you able to provide user numbers based on the information I provided and speak to the possibility of waiving the 30-day break clause?

Answer: We anticipate 500 – 1000 users in the first year. I’m following up with our attorney about your question on the 30 days break clause waiver. I’ll get you a response as soon as I hear back from him.

Question: Is there a course list inclusive of all the courses you would want?

Answer:  We are interested in pre-produced content as well as we would like to create our own content based on specific transit related issues like vanpool, driver record monitoring, specific claim/accident topics like ramp events, transit door mitigation, accident investigation, etc. Topics specific to transit. We would be interested in adding additional courses or having custom courses created in the future.

Question: Is WSTIP currently working with outside eLearning vendors to supply content? If so, which vendors?

Answer: WSTIP is not currently working with any vendors for eLearning content.

Question: Has WSTIP seen other learning solutions prior to the RFP release? If so, which vendors?

Answer: WSTIP attended LMS demonstrations by NEOGOV, Ispring Learning, Skillsoft, and reached out to the Washington State Department of Enterprise Services for a demonstration of their internal-built LMS.

Question: Is WSITP interested in loading historical training completion records or starting from scratch in the new system? If loading history: How many years back will the history be and for how many learners?

Answer: WSTIP will not be loading historical training records.

Question: What is WSTIP currently using for an LMS?

Answer: WSTIP is not currently using an LMS.

Question: What is the budget for the LMS project?

Answer: In truth, we do not have a budget as we are likely a clearinghouse for our members. As part of this process, we are gathering pricing and it will be one of many factors in decision making.

Question: Will WSTIP be providing live instructor led virtual learning workshops? If so, which virtual training tool are you using?

Answer: WSTIP will be providing live instructor led virtual learning workshops. We currently use Zoom.

Question: What category of eLearning courses is WSTIP planning to provide to its member agencies? Example: safety, communication, etc.?

Answer: WSTIP is interesting in safety, risk management, human resources, legal, and communications courses.

Question: Does WSTIP have a desired go live date following your 7/1 project launch?

Answer: WSTIP’s would like to have a vendor selected and have a project statement of work and timeline established July 1. The desired go live date is September 15, 2021.

Question: Would WSTIP be open to waiving the requirement of "party may cancel the contract with a 30-day written notice."

Answer: We wouldn't waive the clause, we would likely extend the period of time past 30 days, especially if it was in our best interest to do so.
