This course will educate rural agency Designated Employer Representatives (DERs) in the required elements of an FTA and USDOT compliant drug and alcohol testing program. This course will cover:

· Brief discussion on the genesis of the USDOT and FTA regulations

· Agency, contractor, and employee applicability

· Pre-employment testing and previous employer background check

· Random testing protocols

· Post-accident testing

· Reasonable Suspicion testing process

· Agency monitoring of collection site compliance

· Urine specimen collection process

· Substance abuse professional referrals and qualification requirements

· Policy templates, training tools, checklists, forms, best practices, implementation aids, internal audit protocols, collection site monitoring toolkits, program management aids

This course will be followed by two online webinars to address common questions that came up during the course. Registration for the webinars will be separate. Those unable to attend one of the two live classes should register for the webinars. The webinars will be held on March 14th and again on March 19th.

WHO SHOULD ATTEND

5311 and 5339 Sub-recipient agency testing program management personnel. Space is limited for this class. Agencies should send staff who are responsible for testing oversight and/or management of the agency’s drug and alcohol program.

WORKSHOP PRESENTER

Diana Byrnes is an affiliate member of CUTR’s faculty and is the instructor for this course. Diana has twenty years of experience in the drug and alcohol testing program development, policy writing, training and implementation. She is a Certified Substance Abuse Program Administrator (CSAPA) and a lead instructor for the USDOT Transportation Safety Institute Substance Abuse Management and Program Compliance course as well as the Reasonable Suspicion and Post Accident Determinations course. She is a speaker at the annual FTA Drug & Alcohol Program National Conference. Diana is currently assisting the National Rural Transportation Assistance Program (RTAP) in the development of an FTA compliant Computer Based Training (CBT) for supervisory personnel in Reasonable Suspicion Testing Determinations.

REGISTRATION AND FEES

There is no registration fee for this course. Materials, coffee, water, and snacks will be provided. Lunch will be on your own.

LOCATION AND SCHEDULE

The class will be held the Everett Station in Everett, WA. The Everett Station is located at 3201 Smith Avenue Everett. The workshop will begin at 8:30 am and run until 5:00 pm. Lunch will be on your own.

CANCELLATION POLICY

You may cancel your workshop registration without penalty up to Tuesday, February 12, 2019.


Cancellations made after 02/13/2019 will be charged the full workshop fee. WSTIP may cancel the class if fewer than 12 people register for the course. If the course is cancelled, participants will receive a complete refund.
