This two-day seminar is an overview of the fundamentals of transit collision investigation. The training will be conducted in a classroom and include outdoor lecture, demonstration, and a multimedia format with opportunities for questions and comments from the participants. Participants in this seminar will acquire an understanding of the fundamentals of transit vehicle collision investigation, the tools and techniques necessary to conduct the investigation, and suggestions on how to use the results of an investigation for accident review and prevention purposes where applicable. Participation in the entire seminar is essential to tie the various instructional blocks together in a meaningful manner.



This class is for operations supervisors, safety managers, road supervisors and anyone else who investigates accidents. This workshop is also suitable for persons desiring an initial overview of collision investigation techniques.


R. F. Bob Lower developed and conducted collision related training courses for thousands of transportation providers, law enforcement officers, and safety personnel prior to his retirement from the US Department of Transportation. Bob is a certified accident re-constructionist and holds a B.S. from Oklahoma City University. He has testified before Congress and in civil and criminal proceedings as a transit safety and security expert. Bob has assisted local law enforcement agencies and the National Transportation Safety Board in the investigation of fatal and non-fatal collisions involving a variety of vehicles and aircraft. In addition to developing numerous training documents, Bob has authored, directed and participated in transportation safety training programs and videos ranging from fire/life safety to the manufacture of equipment for conducting at-scene collision investigations.


The registration fee is $150 per person. The registration fee includes workshop materials, coffee, water, and snacks. Lunch will be on your own. Make checks payable to the Washington State Transit Insurance Pool.

The class will be held at the Ben Franklin Transit, 1000 Columbia Park Trail, Richland, WA. The workshop will begin at 8:30 am and run until 5:00 pm. Lunch will be on your own.

You may cancel your workshop registration without penalty up to Tuesday, March 20, 2018.

Cancellations made after 03/20/2018 will be charged the full workshop fee. WSTIP may cancel the class if fewer than 12 people register for the course. If the course is cancelled, participants will receive a complete refund.
